This beggars belief, how can the owners of a cat be responsible for the actions of their cat.
Dorothy Howling-Neame needs to be fined by the police for wasting their time and may need possible treatment for some mental condition. She even appears to be named after her cat (Howling).  To believe this warranted police action, is beyond comprehension.
The amount of police time spent on this was unwarranted and could be the reason they are never available to respond to real crime, burglaries etc.
